Does an Exercise bike build up your leg strength/muscle or is it only for fitness?

It can do both. Most exercise bikes have some form of tension control. Keeping it on the light side allows you to work the cardio side, but by increasing the tension significantly, you will have to work those leg muscles even harder which will lead to stronger legs. Of course, they have their limitations, but it is a good overall workout that can have multiple benefits.

Me, I tend to start easy, gradually increasing tension over the course of the workout, until it is moderately difficult, which is where I really feel the "burn" after a shorter period of time. And I've noticed a difference in the strength of my legs.
